I. BOT, TOT projects
(A) Guangdong Province
- Xinhua Sewage Treatment Plant at Huadu District in Guangzhou city, with a design capacity of 200,000 tons/day, was constructed in two phases. In Phase 1, the design capacity for the plant is 100,000 tons/day, and BOT model is adopted. The construction was started in December 2006, the water was supplied in November 2007, and commercial operation began in April 2008. In Phase 2, the capacity is 100,000 tons/day, and BOT model is adopted. The construction began in June 2009 and water was begun to supply in June 2010.
- Phase 1 of Huangge Sewage Treatment Plant at Nansha Development Zone in Guangzhou, with a designed daily processing capacity of 100,000 tons/day, was constructed in two phases with BOT model adopted. Phase 1 has a capacity of 50,000 tons/day. It was started in April 2005 and water was suppled in June 2006; Phase 2 has a capacity of 50,000 tons/day. It was started in July 2009 and water was supplied in June 2010.
- The sewage treatment plant at the south of the Center Industrial Park in Sanshui District, Foshan City, Guangzhou, with a design capacity of 200,000 tons/day. Phase 1 has a capacity of 50,000 tons/day in BOT model. It was started in March 2009 and water was begun to supply in May 2010.
- Hengling Waste Water Treatment Plant in Shenzhen, with a design capacity of 60,000 tons/day, was constructed in two phases. With a capacity of 20,000 tons/day in BOT model, it was started in December 2003, and water was begun to supply in December 2005. It was put into commercial operation in September 2007. It was acquired in November 2008.
Phase 2 has a capacity of 400,000 tons/day in TOT model. We won the bid in September 2009, and signed an agreement in May 2010. It is expected to put into operation officially in September 2010.
(B) Hunan Province
- Xiahexian Sewage Treatment Plant in Yongzhou, Hunan, with a design capacity of 100,000 tons/day, in BOT model, was constructed in 2 phases. Phase 1 has a capacity of 50,000 tons/day. It was started in November 2008, and formally put into business operation in March 2010.
- The sewage treatment plant at Dao County, Yongzhou, Hunan, has a design capacity of 40,000 tons/day. Phase 1 in BOT model has a capacity of 20,000 tons/day. It was started in June 2009, and is currently in its phase-out period.
- The sewage treatment plant at Xintian County, Yongzhou, Hunan, has a designed capacity of 30,000 tons/day. Phase 1 in BOT model has a capacity of 10,000 tons/day. It was started in June 2009, and is currently in its phase-out period.
- The sewage treatment plant at Jiangyong County, Yongzhou, Hunan, has a design capacity of 20,000 tons/day. Phase 1 in BOT model has a capacity of 10,000 tons/day. It was started in May 2009 and water was begun to supply in December 2009. Now it is in its phase-out period.
- Meiqiao Sewage Treatment Plant in Leiyang, Hunan, with a design capacity of 60,000 tons/day, was constructed in two phases. Phase 1 has a capacity of 20,000 tons/day and adopts BOT model. It was started in July 2009 and formally put into commercial operation in June 2010.
- Linxiang Sewage Treatment Plant in Hunan, with a design capacity of 50,000 tons/day, adopts BOT model, and currently is under the preparation stage of the construction.
- Linxiang Water Supply Plant in Hunan, with a design capacity of 50,000 tons/day, adopts BOT model, and is currently under the preparation stage of the construction.
- Jinxia Sewage Treatment Plant in Changsha, Hunan, was founded in October 1979, and put into production and operation by the end of 1984, with a designed capacity of 30,000 tons/day. It was expanded in December 1999, and water was supplied in September 2003, with a designed capacity of 180,000 tons/day. We obtained an ownership of the assets for 20 years and a 20-year operating concession through bid at the end of 2004.
- The wastewater project at the village of Fucun in Fuzhou, Fujian, with a design capacity of 50,000 tons/day, adopts BOT model, and is currently under the early preparation stage of the construction.
(C) Sichuan Province
- Taziba Sewage Treatment Plant at Mianyang, Sichuan, with a design capacity of 200,000 tons/day, was constructed in Phase 1 and 2. Each phase has a capacity of 10,000 tons/day. Phase 1 was adopted TOT model and Phase 2 was adopted BOT model. The first phase began in April 2002 and was completed in August 2004; the reconstruction for the second phase was started in September 2008 and completed in August 2010, and is currently under trial operation.
- The sewage treatment plant in Jiangyou, Sichuan, with a design capacity of 50,000 tons/day, was constructed in two phases. The first phase was started on October 18, 2003 and put into operation on December 12, 2004, and the second phase was started in November 2005 and completed in February 2007.
- Dongsheng Sewage Treatment Plant in Sichuan (Shuangliu Sewage Treatment Plant), has a designed capacity of 50,000 tons/ day in two phases. The design capacity for each phase is 25,000 tons/day. Phase 1 was started in August 2004 and put into operation in July 2005; Phase 2 was started in October 2009, and water was supplied at the end of May 2010.
- Huayang Sewage Treatment Plant in Sichuan, with a total design capacity of 120,000 tons/day, was divided into three phases. Each phase has a design capacity of 40,000 tons/day. Its current operating capacity is 20,000 tons. The project was commenced construction at the end of November 2006 and started operating on August 3, 2007.
- Luxi River Wastewater Treatment Plant at Longquanyi District in Sichuan was constructed in two phases, with a design capacity of 40,000 tons/day for each phase. The first phase was started in May 2008, and basically completed civil construction in late 2008. It was completed the basic equipment installation by the end of April 2009, and water was supplied in October at the same year.
- No. 2 Sewage Treatment Plant at Pengzhou City in Sichuan has a design capacity of 120,000 tons/day. The first phase has a capacity of 30,000 tons/day, and is divided into two stages of construction, with a treatment capacity of 15,000 tons/day at each stage. The project was started in July 2009, and is expected to be completed in September 2010. Phase 2 has a capacity of 30,000 tons/day and Phase 3 has a capacity of 60,000 tons/day.
- The sewage treatment plant at Qingbaijiang District in Sichuan started its construction after approved in 1999, and put into operation in 2003, occupying an area of 46,254 square meters, with a designed capacity of 100,000 tons/day. We acquired an operating concession for 25 years of the sewage treatment plant through auction, and it is currently under technological transformation.
- The sewage treatment plant at Xinqiao Energy Chemical Industry Park in Guang'an City, Sichuan,with a design capacity of 60,000 tons/day and sewage treatment business, has several phases with a processing capacity of 19,000 tons/day for Phase 1. It was started construction in July 2009 and is expected to supply water in September 2010.
- The sewage treatment plant at Mianyang Agricultural District, Sichuan, with a design capacity of 10,000 tons/day, is currently under the preparation stage of the construction.
(D) Guizhou Province
- Zhujiahe Sewage Treatment Plant at Qingzhen, Guizhou, with a design capacity of 50,000 tons/day, has two-phase construction with 25,000 tons/day for each phase. TOT mode is adopted in Phase 1. It was prepared at the end of 1999, and put into trial operation in October 2005. On July 10, 2008, we took over the project. Phase 2 was began construction in August 2009 and water was supplied at the end of June 2010.
(E) Zhejiang Province
- Luqiao Sewage Treatment Plant in Taizhou, Zhejiang, with a design daily capacity of 90,000 tons, was constructed in two phases. Phase 1 has a processing capacity of 40,000 tons/day, and Phase 2 has a daily capacity of 50,000 tons. Phase 1 was started on December 18, 1998, completed in December 2001, and put into operation in January 2002. In November 2006, it was transferred to the Group for operation and management in a TOT mode. Phase 2 was started in February 2008 and put into operation in March 2009.
- The sewage treatment plant at Huangyan District, Taizhou City, Zhejiang, with a design capacity of 80,000 tons/day, was transferred to the Group in November 2009.
(F) Shandong Province
- Jiaozhou Sewage Treatment Plant in Shandong Province has a design capacity of 50,000 tons/day. Phase 1 was established in August 2002, and completed at the end of 2003. It was put into operation on March 1, 2004.
The second phase, with a design capacity of 50,000 tons/day, was started in October 2009, and is expected to be completed on December 30, 2010.
- The first phase of the sewage treatment plant in Jiaonan, Shandong, with a design capacity of 60,000 tons/day, was started in May 2004, and formally put into operation on June 21, 2005.
The second phase with a design capacity of 40,000 tons/day was started in November 2009, and is expected to be completed on December 30, 2010.
- Shangma Sewage Treatment Plant in Chengyang, Shandong, with a design daily capacity of 40,000 tons, was started in June 2006, and completed by the end of November 2007. It was started operation on June 1, 2008.
- The sewage treatment plant in Heze City, Shandong Province, with a design daily capacity of 80,000 tons in TOT model, started construction in March 2004, and put into operation on March 15, 2005. It was handed over to the Group on December 20, 2007.
- Water Purification No. 1 Plant in the High-tech Zone, Jinan, Shandong, with a service area of 14.18 square kilometers, and a service population of 27,000, has a design capacity of 50,000 tons/day. The first phase of the project adopted TOT model with a capacity of 10,000 tons/day. It was completed in November 2007, and put into operation in June 2008. The second phase adopts BOT model and has a capacity of 20,000 tons/day. It was started in July 2009, and water was supplied in April 2010. The second phase includes a water recycling project, with a capacity of 2,000 tons/day, which has been completed.
- The sewage treatment plant at Jiaozhou Bay New Industrial Park in Jiaozhou, Shandong, was constructed in BOT model, with a design capacity of 80,000 tons/day for long-term and 25,000 tons/day for the first phase . The project was started at the end of June 2010, and is expected to be completed by the end of June 2011.
(G) Heilongjiang Province
- Fulaerji Sewage Treatment Plant in Qiqihaer City, Heilongjiang Province, with a design capacity of 100,000 tons/day was started on May 5, 2010, and is expected to be completed in May 2012.
(H) Liaoning Province
- The sewage treatment plant in Jinzhou City, Liaoning Province has a total design capacity of 200,000 tons/day. Currently, the first phase adopts a TOT model with a design capacity of 100,000 tons/day, and the second phase uses BOT model with a design capacity of 100,000 tons/ day. Now it has been put into trial operation.
- The water recycling plant in Jinzhou City, Liaoning Province adopts BOT model, with a total design capacity of 180,000 tons/day. Phase 1 has a capacity of 80,000 tons/day, and Phase 2 has a capacity of 100,000 tons/day. The first phase of the project has currently been operated.
(I) Beijing
- Shahe Water Recycling Plant in Changping District, Beijing, has a total design capacity of 90,000 tons/day. Its first phase has a design capacity of 30,000 tons/day. It commenced construction in May 2009, and is expected to be completed by the end of September 2010.
II. Commissioned operation
(A) Guizhou Province
- Jinyang Sewage Treatment Plant in Guizhou Province with a design capacity of 50,000 tons/day, is mainly responsible for serving the sewage treatment in the center, eastern and southern regions of Jinyang New District. It was completed and put into use in September 2007.
- Xinzhuang Sewage Treatment Plant in Guizhou Province with a design capacity of 250,000 tons/day, is mainly responsible for serving the sewage treatment in the center of Guiyang city, the south and central part of Xintianzhai area, Longdongbao area and the north of Ergezhai. It was completed and put into operation in March 2010.
- Xiaohe Sewage Treatment Plant (Phase 2) in Guizhou Province, with a design capacity of 80,000 tons/day, is mainly responsible for serving sewage treatment in Xiaohe area, southern area of Ergezhai, Jinzhu town area, Huaxi bridge along Sanjiangkou estuary. It was completed and put into operation in June 2009.
(B) Shandong Province
- The water plant at Fangzi District, Weifang City, Shandong Province was invested and constructed in BOT model. Its core business is water supply. It was founded in August 2003, completed in September 2005 and put into operation in October 2005. It has a design capacity of 40,000 tons/day, with 20,000 tons/day for each phase. Currently the first phase is operating well, and the second phase has not been commenced yet.
(C) Hainan Province
- The operating projects commissioned by Hainan Sewage Treatment Plant (first project package) have a total of eight sewage treatment plants respectively in Ding'an County, Qiongzhong County, Wenchang City, Lingshui County, Baoting County, Qionghai City, Wuzhishan City and in Wanning City, with a total processing capacity of 141,000 tons/day. Upon we won the bid in September 2009, and acquired an operation period for 5 years in accordance with the regulations.
III. Equity Acquisition and Joint Ventures
(A) Guangxi Province
- Longchuang Well Water Plant in Guigang City, Guangxi Province, with a designed daily water supply capacity of 100,000 tons, was originally invested by the Guigang Municipality Water Supply Limited Liability Company. It was started in February 1999, completed and put into operation in December 2001, and handed over to the Group in November 2008.
- Nanjiang Water Plant in Guigang, Guangxi, with a design water supply capacity of 50,000 tons/day, was originally invested by Guigang Municipality Water Supply Limited Liability Company. It was started in October 1994, completed and put into operation in October 1999, and handed over to the Group in November 2008.
- Chengxi Sewage Treatment Plant in Guigang, Guangxi, with a design treatment capacity of 100,000 tons/day, was started in November 2006. Its original owner was Guigang Municipality Water Supply Limited Liability Company. In November 2008, the Group took over the project.
(B) Shandong Province
- West Sea Water Plant and West Sea Reservoir in Binzhou City, Shandong Province, was merged into the Group through acquisition in November 2008, its core business is the supply of raw water and water. It is responsible for supplying water to the Binzhou Development Zone at the west of Xinli River, with a design daily water supply capacity of 100,000 tons; the capacity of West Sea Reservoir is 14.80 million m³.
(C) Yunnan Province
- The works of Konggang Sewage Treatment Plant in Yunnan is expected to have a capacity of 70,000 tons/day. It began construction in January 2010, and is expected to have a trial operation on June 1, 2011.
- Yuxi Sewage Treatment Plant in Yunnan has a design capacity of 10,000 tons/day. With a capacity of 50,000 tons/day each respectively for two phases. Its first phase was completed and put into operation in February 2005, and its second phase was completed and put into operation in December 2009.
IV. EPC and BT projects
(A) Xinjiang
- Wudong Coal Mine water treatment and sewage treatment projects in Xinjiang. The project includes mine water works of 7,200 cubic meters/day, and domestic water of 400 cubic meters/day. It is expected to be completed by the end of September 2010.
(B) Anhui
- Chengbei Sewage Treatment Plant in Tongling City, Anuhui, was started on July 28, 2009, with a design capacity of 80,000 tons/day. The first phase of the project has a capacity of 40,000 tons/day and will be completed in September 2010.
- The sewage treatment plant at PCB Industrial Park in the Economic and Technological Development Zone in Tongling City, Anhui, has a total capacity of 45,000 tons/day. Its first phase has a capacity of 5,000 tons/day. The commencement date of construction was July 28, 2009 and is expected to be completed in September 2010.
(C) Liaoning Province
- Phase 2 of BT project for water supply in Changxing Dao Economic and Technological Development Zone in Dalian
The Group in cooperation with China Construction Fifth Engineering Division Corp.,Ltd. won the bid to construct the project in BT (build transfer) model. The project includes the two phases of water supply, exchange of Island sewage treatment station and related pipeline works. The main line starts from the Dongfeng reservoir in Wafangdian with a length of 74.89 kilometers, and a design annual water output of 100 million cubic meters (40,000 tons/day). It is scheduled to be completed by the end of March 2011.
